Rep. Juandalynn Givan introduces bill banning stock ownership in Birmingham

BIRMINGHAM, Ala. (WIAT) – Alabama State Representative Juandalynn Givan is introducing a bill that would ban the possession of bump stock at the start of the 2025 regular session.

The project comes after a mass shooting on September 21 that left four dead and 17 injured in the Five Points neighborhood. Evidence at the scene showed that some of the weapons were equipped with “glock switches,” a type of stock that turns a semiautomatic weapon into a fully automatic weapon.

“At least 100 shots were fired in Five Points. That’s not a crime scene, it’s a war zone,” said Givan. “A bump stock has one purpose and one purpose only; kill or injure as many people as possible.”

State Rep. Phillip Ensler of Montgomery previously introduced a similar bill that would apply statewide. Violating the bump stock ban would be a Class C felony punishable by up to 10 years in prison and a $15,000 fine.

If passed, the law would only apply to a Class 1 municipality – Birmingham being the only one in the state.
